Leicester gained a merited lead in the 18th minute as Goodwin broke with purpose and found Cayman, who calmly tapped past Spencer from close range.
As Spurs sought an early reaction, Martha Thomas pushed Leitzig into a brilliant save from Ria Percival's cross, then the German goalkeeper made a superb succession of saves from Jess Naz, Neville, and Angharad James.
Spurs improved after the break, and Naz continued to cause issues. Before she denied Bizet after superb work by Thomas, Leitzig was equal to her deflected effort from the left.
Just before the hour, the trio combined once more for Spurs' equalizer. The move began with Naz, and Bizet grabbed on to Thomas' seeking pass to nudge the ball past the unfortunate Leitzig.
The momentum was with the visitors, but Leicester captain Sam Tierney hit the crossbar, virtually restoring their advantage.
Substitute Rosella Ayane came near twice as the Spurs attempted to complete their comeback. Ayane couldn't quite connect with Bizet's cross, and her close-range shot was blocked by Leitzig and Sophie Howard.
Spurs continued to look the most likely, but they were unable to properly capitalize on their possession, and their frustration was summed up by another Leitzig save, this time from Thomas.
